Image:Lupercal grotto.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. When did people stopp living at the Palatine Hill?

Does anyone here know? The ruins are letively intact. One would have assumed that some people during the centuries would use the walls of the houses there and rebuild houses or roomd to live in (just like with Diocletians palace in Split, Croatia). --Oddeivind (talk) 10:24, 1 November 2012 (UTC)[reply]
