I believe the two heads on the eagle represents "double-strength", a traight that Albanians pride themselves with. I have seen many references to this relating to the story of the eagle. In actual fact, the name of Albania does not mean Land of the Eagle, it means "the land of clear speech". Im sorry but i cannot verify this effectively as it is not that commonly known around the internet. The whole Eagle story was created to signify strength and honour, and heroism, I dont think its meant to be taken literally. So anyway thats my two cents
